The lavender floral water has a bit a smell like branches and it is safe to use.
Floral (or Hydrolate) water generally the by product of the distillation process to produce essential oils. They are very differnt from water which has had essential oil and a dispersantadded.
Their smell can be pungent and earthy, but not unpleasant. Hydrolats are completely devoid of smell due to the minuscule proportions of aromatic compounds present and still others smell quite musty.
It has a delicate nature and a light aroma. They are ideal for situations that require gentle aromatic care, especially for children, the elderly, the highly sensitive, and those who are very debilitated by illness. They do not require dilution and can be applied directly to the skin.
